MINUTES <br />PLANNING COMMISSION <br />APRIL 10, 2008 <br />Knudsen summarized the primary concerns expressed this evening. One <br />concern relates to limitations on the use of containers as well as semi- <br />trailers for storage. The other concern is with prohibiting property owners <br />to rent excess property for outdoor storage as a principal use. Knudsen <br />noted that it appears that the property owners would be agreeable to some <br />limitations on outdoor storage as a principal use. <br />Greg Deeb asked for clarification on the semi-trailer issue. The City <br />Planner reported that the ordinance allows the use of weather-proof <br />containers for storage, but not semi-trailers. The Planner indicated that <br />indicated that aweather-proof container is one that sits directly on the <br />ground. <br />Deeb indicated that he has one container on the ground and four semi- <br />trailers used for storage purposes. Deeb again noted his need for this <br />storage given he cannot get a building permit to add onto his building. <br />Deeb reported that there are good soils in this area, and he could put on an <br />addition with a loading dock. He again noted the lack of road access as <br />well as utilities. Deeb felt that if he were to sell his property, a new owner <br />would want to continue the trailer storage. Deeb stated that he was not in <br />agreement with any regulation that would not allow his trailer storage to <br />continue. <br />Duray asked if Deeb would be able to obtain a CUP for this storage or <br />would it be grandfathered in. The City Planner stated that if the Deeb <br />property is subject to the new ordinance the use of semi-trailers for storage <br />would not be allowed. Deeb would have to request a Variance to continue <br />this use, and the Planner felt it was highly unlikely that the City would vary <br />from and ordinance that was just enacted. If the use was legally established, <br />however, it would be grandfathered in. <br />Deeb stated that he has no problem with the appearance of the neighboring <br />properties. Deeb felt that the City should work with these businesses, and <br />noted that each business feeds off one another. Deeb pointed out that there <br />are many for sale and for lease signs in Little Canada, and it is important for <br />the City to work with the businesses that are here. <br />Dave and Karen Holm, On-Site Sanitation, showed pictures of their <br />properties at 53 and 95 Woodlyn Avenue. They indicated that they have <br />put a lot of money into upgrading their properties and try to keep them as <br />neat and orderly as possible. Dave Holm indicated that their properties are <br />located on a dead-end road and there is not a lot of traffic on this street. He <br />noted that he currently has outdoor storage in front of the front line of his <br />building, but noted that this storage does not impact anyone given the <br />limited traffic into the area.
