MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2013 <br />2013 GOALS <br />Blesener noted that the City conducted a goal setting session last evening <br />which resulted in the identification goals for 2013. The City <br />Administrator reviewed the goal list noting those that were identified <br />based on specific criteria of having at least 3 Council votes and votes from <br />at least 50% of non- elected participants and 10% of total points. <br />Additionally, based on discussion at the goal setting session, three <br />additional goals were added. These goals are: <br />• <br />• <br />• <br />• <br />• <br />• :• <br />• <br />• :• <br />Conduct Financial Scenario Planning — "What ifs ?" <br />Remodel City Center <br />Increase Community Involvement — Diversity <br />Re- evaluate Commission Appointment process & Develop By- <br />Laws <br />Develop Plan for Owasso /Woodlynn Redevelopment Area <br />Business Retention - Expansion Program <br />Update City Web Site <br />Develop Policy regarding Burying of Power Lines <br />Keis noted that in addition to the adopted goals, it has been the City's <br />policy to try to address all goals that were suggested at the goal setting <br />session. The Council agreed. The Administrator also noted that the <br />previous City goals which are in process will be added to the 2013 Goal <br />report with some minor wording modifications. <br />Montour questioned the meaning of the goal "Increase Community <br />Involvement — Diversity ". It was the consensus of the Council to take <br />some time at its next workshop to better define this goal so that an action <br />plan can be developed for it. <br />McGraw asked about the role the Council will play in evaluating how to <br />proceed on each of the goals. The City Administrator noted that the draft <br />action plans he puts together on each of the goals is presented to the <br />Council for their review and modification. He noted, however, that it is <br />the Council's decision on the process to be used for developing action <br />plans. <br />Montour noted the goals for Financial Scenario Planning and Remodeling <br />of the City Center. He suggested that they might be somewhat conflicting, <br />but noted that this can be addressed as part of developing the action plan <br />for each goal. McGraw indicated that the goal relative to the Commission <br />Appointment Process is an important one to him, and indicated that he <br />would like to move forward with that goal even though it did not have a <br />top ranking. McGraw also noted the importance of moving quickly on the <br />Financial Scenario Planning goal given proposed cuts to the City's Local <br />Government Aid (EGA) in 2014.
