MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2013 <br />will have an early deadline for completion. It was also noted that in other <br />years with budget issues, the City worked to find solutions early in the <br />budgeting process. The Administrator noted that for the 2014 Budget, the <br />issues will be to review existing programs as well as try to identify <br />revenue enhancements. The Council then had some discussion on the <br />LGA formula as well as the City's loss of half its LGA in 2014 while <br />other cities are being cut in the range of 7 to 35% or are receiving <br />increases in LGA. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -1 -13 — RATIFYING THE FOLLOWING AS <br />2013 GOALS AS IDENTIFIED AT THE 2013 GOAL SETTING <br />SESSION IN ADDITION TO THE CARRY - FORWARD GOALS <br />FROM 2012: <br />•S Conduct Financial Scenario Planning — "What ifs ?" <br />• Remodel City Center <br />• Increase Community Involvement — Diversity <br />• Re- evaluate Comnussion Appointment process & Develop By- <br />Laws <br />9 Develop Plan for Owasso/Woodlynn Redevelopment Area <br />• Business Retention - Expansion Program <br />9 Update City Web Site <br />9 Develop Policy regarding Burying of Power Lines <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CALL FOR The City Administrator recommended that the Council call a workshop <br />WORKSHOP — meeting to review the Rental Housing Licensing Program. The <br />RENTAL Administrator indicated that the program has been in existence for the <br />HOUSING past four years, and suggested the need to evaluate the program and make <br />LICENSING, some changes. <br />MN PASS, <br />GOALS Another topic of discussion at the workshop would be the MN Pass project <br />and MN DOT's position that the project is exempt from municipal <br />consent. The Administrator noted that there is a meeting scheduled in <br />Senator Scalze's office for tomorrow to discuss this issue with <br />representatives of MN DOT as well as other impacted cities. The <br />Administrator also noted that the City Attorney is seeking an Attorney <br />General opinion on this issue as well. <br />5 <br />
