MINUTES <br />CITY COUNCIL <br />FEBRUARY 19, 2013 <br />The Engineer reviewed in detail the proposed improvements which <br />include the addition of left turn lanes on the Little Canada Road bridge <br />and ADA compliant ramps at the cast end of the bridge. The existing <br />concrete curb section from 35E to just west of the Church will be milled <br />and overlaid, and sidewalk added on the south side behind the existing <br />curb. Sidewalk easements will have to be acquired. In the existing <br />bituminous curb section west of the concrete curb and extending to <br />Edgerton Street a combination reconstruction /rehabilitation is planned. At <br />the intersection of' Edgerton and Little Canada Road right turn lanes to <br />northbound and southbound Edgerton Street are planned. There will also <br />be storm water infiltration improvements as part of this project which will <br />likely consist of the addition of rainwater gardens. <br />The Engineer informed those present that should they want their <br />driveways improved, that work could be done in conjunction with the new <br />street. The street contractor may provide a good price given he is already <br />on site. The City would encourage owners to get at least one other quote <br />for work, however. Driveway work would be paid for separately by the <br />property owner directly to the contractor. <br />The Engineer then reviewed the construction process that would be used <br />as well as details relative to mail and garbage service, driveway <br />accessibility, work hours, etc. <br />The Engineer reported that the County will fund a significant portion of <br />this project. Sanitary sewer and water main work will be funded through <br />the City's Water /Sewer Capital Improvement Fund. A portion of street <br />improvements will be funded through special assessments to benefitting <br />property owners, with the balance of street, sidewalk, and storm sewer <br />improvement costs being paid for by the City's Infrastructure Fund and <br />Municipal State Aid Funds. <br />The Engineer then explained the special assessment process in detail <br />which is based on the City's Assessment Policy which has been in place <br />since 1995. 'I' he policy provides for adjustments to be made for unique <br />projects to provide equity and fairness. He noted that due to the unique <br />nature of the project (combination of mill and overlay, reclamation, and <br />reconstruction), City staff is proposing that 50% of costs passed along to <br />the City be assessed to benefiting property owners. The Engineer then <br />explained the special assessment payment process that is utilized once <br />assessments are approved by the City. He also explained assessment <br />deferral options. <br />The Engineer reviewed the anticipated project timeline. <br />8 <br />
