MINUTES <br />CITY COUNCIL <br />FEBRUARY 19, 2013 <br />Jan Herold Maho, 551 Little Canada Road, noted that she was assessed for <br />the improvement of Sehletty Road and was told at that time that she would <br />not be assessed for Little Canada Road as it was a County road. The City <br />Administrator indicated that at the time Schletty Road was assessed, the <br />City did not anticipate a project of this nature on Little Canada Road. He <br />pointed out that Maho's property received a full assessment for Schletty <br />Road, and is proposed at a 20% assessment for Little Canada Road <br />frontage. Maho asked about encroachment into her property. The City <br />Engineer indicated that the north line of Little Canada Road would remain <br />pretty much as it is with existing curb and gutter utilized. Maho asked <br />about driveway access. The Engineer replied that driveways will be <br />accessible except when concrete is poured. Property owners will be kept <br />informed of these details during the construction process. Maho asked <br />about tree loss. The Engineer did not anticipate any tree loss on the Maho <br />property. He indicated that there will be a sidewalk installed on the south <br />side of Little Canada Road, and there will be some tree loss due to the <br />sidewalk improvement. <br />One property owner asked if any beautification improvements will be <br />made. The City Engineer noted that the City has made a decision not to <br />bury power lines due to the high cost to do so. Therefore, other than <br />sidewalk improvements and the addition of rainwater gardens, there will <br />be no additional aesthetic improvements along the project. <br />One property owner indicated an interest in a rainwater garden, and asked <br />the cost. The Engineer replied that there would be no cost. The City <br />would install and plant the garden, and the property owner would be asked <br />to weed it for the first couple of years. After that point, it would require <br />little maintenance. The Engineer stated that he would take her name and <br />evaluate whether or not her property would be a good location for a <br />rainwater garden. <br />One property owner asked why 541 Sehletty Road was not being assessed. <br />The City Engineer noted that this lot has streets on three sides, and the <br />maximum that the City assessed is for two street frontages. The Engineer <br />reported that the improvement of Sehletty Road is being considered for <br />next year. If that improvement moves forward, 541 Sehletty Road would <br />be assessed a full street frontage as well as a side lot street frontage for <br />that improvement. <br />Dick Kimmes asked about mail box locations relative to the sidewalk <br />improvement. The City Engineer reported that mailbox locations will be <br />in boulevard areas, where possible. One property owner noted the <br />difficulty in crossing Little Canada Road to access her mailbox.
