Minnesota Department of Natural Resources
December 20, 1996
Mark Weavers
789 Carla Ln.
Little Canada, MN 55109
Dear Mr. Weavers:
500 Lafayette Road
St. Paul. Ytinnesota 55155 -40j6
t
After reviewing your proposed ordinance for the lakes in the City of Little Canada, I have
the following comments and suggested changes:
O Purpose Intent and Application. - You should list the lakes that will be included in the
ordinance here. You can also define these lakes by using the lake number assigned by the
Department of Natural Resources (DNR).
© 1301.010 & 1301.040 (1) - Defi lion. - You do not need to use definitions if you are
adopting Minnesota Statutes Chapter 86B. The definition for motorboat that you use is
also less restrictive than state law.
© 1301.020 - Mtnnesota Statutes. - Simplify this by stating Minnesota Statutes Chapter
86B and the rules promulgated thereunder are hereby adopted and made part of this
ordinance.
® 1301.030 - Speed and Distance. - Most of this section is vague and can be eliminated.
You can simplify it by titling it Slow - No Wake Zones and listing these zones. You can
include the high water slow - no wake zone in this section. The exemption for water skiers
using a direct route to and from the open speed zone can also be included in this section.
- State law says that a watercraft must not operate within a marked swim area. If you
want watercraft to stay farther away from the swim area, the "Boats Keep Out" buoys can
be moved farther out.
- Boat launch regulations can be given their own section. The language can also be
DNR information: 613 -396 -6157. 1•:t00-- 66 -6iO0 • TTY: 62.196- 3.184, 1.800- 657.3929
An Crr....am■ F:nn Page 41 :a Paper
