MINUTES <br />CITY COUNCIL <br />MARCH 26, 1997 <br />Shamp indicated that Donovan needs 2,500 square feet of office space, <br />and is currently utilizing the trailer as temporary office space. The trailer <br />is located in one of the bays of the Donovan shop. Shamp also indicated <br />it was his understanding the City would not allow the construction of <br />additional space on the property until there is improved road access to the <br />site. <br />The City Planner reported that the Council discussed the road situation <br />approximately ten years ago. At that time the Council suggested to <br />Donovan Construction and Roseville Plumbing that no building permits <br />would be issued for these sites until there is public street access to the <br />properties. <br />Scalze felt staff should explore the Code issues involved in having a trailer <br />located inside a building prior to taking any action on the request for CUP <br />extension. <br />Shamp reported that in the short-term Donovan needs office space. In the <br />long -term, Shamp felt it would be advantageous to both Donovan and <br />Roseville Plumbing to be able to expand their buildings. However, the <br />Council has indicated that until there is a 9 -ton road to the properties, <br />these buildings could not be expanded. Shamp again pointed out that <br />Donovan's attorneys are still trying to resolve the title problems for the <br />property. <br />It was suggested the request be tabled pending additional information on <br />the road issue as well as Code issues involved in having a trailer located <br />inside a building. <br />LaValle pointed out that the road improvement would be an expensive <br />undertaking. <br />Shamp agreed, but pointed out that Donovan's assets would be improved <br />by having road access. Shamp felt additional road right -of -way was <br />necessary, but suggested there would be a detrimental impact on his <br />neighbor's property in dedicating this right -of -way. Shamp indicated he <br />was not lobbying either for or against the road. <br />Scalze suggested the City Planner prepare a recommendation on the road <br />issue. <br />The Planner indicated there is a 40 -foot road easement existing now. <br />There was significant study on the road done when the building to the <br />south expanded a few years ago. Widening of the road easement would <br />pretty much wipe out the parking area for the lot to the south. <br />Page 58 <br />
