Hanson <br />After attending the hearing on the above - referenced matter held on April 14, 1997, I presented a <br />summary of this information to the Mayor and City Council at a Special Council meeting held on <br />Wednesday, April 16, 1997. Based on the information presented at this meeting, including <br />discussion from representatives of North Star Estates (Mr. Konek and Mr. Baldwin), I was <br />directed by the Mayor and City Council to send you a written statement of the City's position. <br />The position taken by the Mayor and City Council of the City of Little Canada is as follows: <br />The City of Little Canada opposes the granting of a variance to North Star Estates from <br />the requirements contained in Minnesota Statutes Chapter 327.20, Subdivision 1, <br />Paragraph 3 relative to the minimum space required between a manufactured home and <br />the parking space for motor vehicles and other property. The basis for the City's <br />opposition is as follows: <br />➢ The application is not specific as to the variance to be granted from the <br />aforementioned provision. This request would appear to be total exemption from the <br />ten foot setback requirement from adjacent parking. <br />➢ The Minnesota Department of Health is studying this issue from a policy standpoint. <br />We do not feel it would be wise to grant a variance that may be inconsistent with any <br />policy direction they may take. <br />➢ We do not feel North Star Estates should be provided a privilege other park <br />owners /operators similarly situated do not enjoy. <br />It should also be noted that the Mayor and City Council support allowing the continued existence <br />of all mobile home units which have been legally placed since the County's acceptance of the <br />State's delegation of enforcement responsibilities for Minnesota Statutes Chapter 327.20. We do <br />not feel it is reasonable or logical to displace existing tenants given these conditions have existed <br />Page 60 <br />
