The invitations are preprinted by the Sheriff's <br />Department, but are sent by the resident to all the neighbors on their block on both sides of the street. <br />We have found that if too large an area is invited to attend, people do not feel as personally affected <br />and attendance is low, also, it is easier to walk down the block to a neighbor's house than to drive to <br />the Sheriff's Department for a meeting. <br />At the first meeting the Crime Prevention officer will talk about: <br />• What is suspicious? <br />• Premise security for our homes. <br />• Starting a Neighborhood Watch Program. <br />• Operation Identification. <br />• Anything that you consider important. <br />After the meeting, groups are informed that the requirements to start a "City Chartered" Watch Group <br />are: They must have at least 60% participation from the homes on their block and they must have at <br />least two meetings per year. One of these meetings can be a social gathering with the other being a <br />Crime Prevention Refresher (See Refresher Topics List on back.). The purpose of the meetings and <br />participation requirements is to maintain the credibility of the program. We want to spread the word to <br />burglars etc., that the Neighborhood Watch signs in Ramsey County really do mean that the people in <br />that area are alert and educated about what to watch for and when to call the police. The group must <br />also choose a Block Captain (contact) to serve as a liaison with the Sheriff's Department and to <br />coordinate the two meetings per year.
