Hanson <br />Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />Re: Little Canada/Brooks Fiber Communications Right -of -Way Agreement <br />Dear Mr. Hanson: <br />I am writing to you today to provide yourself and any interested members of your city <br />council with supplemental information regarding the nature of our route of construction <br />within the City of Little Canada. In particular, much attention has been given to Section <br />3 {c} of the Right -of -Way Agreement we have entered into, especially in regard to the <br />language regarding placement of our fiber optic cable system underground unless <br />otherwise agreed to by the City. Pursuant to this Section, we are hereby requesting <br />approval of overhead placement based on the following information. <br />As a matter of technical limitations we will be utilizing right -of -way by attaching to <br />existing NSP poles as provided in the original construction map drawings we have <br />previously made available. In particular, we will be attaching in the approved <br />communications space allotted on the existing poles. (Please see Exhibit 1 for a Typical <br />of Fiber Optic Cable Attachments) We have a joint pole attachment agreement with <br />Northern States Power which allows us this particular type of access. Obviously this <br />method of construction is less expensive than undergound placement and it can be <br />completed in a much more timely manner. From an economic stance it makes much <br />better business sense for our company and allows us to project completion within the <br />tight time -frame we have for completion of our backbone loop.
