MINUTES <br />PLANNING COMMISSION <br />MAY 8, 1997 <br />Keis asked about wetland issues. <br />Frattalone replied that he is having the site tested. It might be possible to <br />reclaim some of the wetland, however, there will always be some wetland <br />on the site. Frattalone indicated that he could plant some trees along the <br />Allen Avenue boulevard area to help buffer the twinhomes from the <br />industrial lot at the northeast corner of Centerville Road and Allen <br />Avenue. <br />Frattalone reported that they have eliminated one twinhome structure from <br />each cul -de -sac in order that they can construct larger units and spread the <br />buildings out further. This results in ten less units from what was <br />originally proposed. The larger units increase the price range from <br />$114,000 to $135,000 per unit to $127,000 to $150,000. <br />Gordie Howe reported that they are proposing the same type of building as <br />in the Cobblestone Village development. <br />Keis asked about the cul -de -sac bubbles proposed on the north side of <br />Allen Avenue. <br />The City Planner suggested that the City Engineer and Public Works may <br />want to comment on that item. The Planner pointed out that the <br />preliminary plat involves the twinhome development on the south side of <br />Alien Avenue as well as the entire right -of -way for Allen Avenue. The <br />north side of Allen Avenue will be addressed at a later date. <br />Frattalone reported that the property is zoned Industrial -Park and has been <br />for sale for the past 17 years. Frattalone explained that only half of the <br />Allen Avenue right -of -way is dedicated, and he needs to dedicate the other <br />half as part of the plat. Sewer and water main are already in. <br />The City Planner pointed out that the plat proposes a 25 -foot setback from <br />DeSoto Street right -of -way rather than the 30 feet required by Code. The <br />Planner suggested that rather than grant a variance from the setback <br />requirements, each of the cul -de -sacs could be moved one foot closer <br />together to eliminate the variance. <br />Gordie Howe agreed to try and move the cul -de -sacs slightly. <br />Frattalone indicated that the neighbors would like to see existing trees <br />saved. Frattalone indicated that they would save whatever trees could be <br />saved, although pointed out that some of the trees are not worth saving. <br />Frattalone pointed out that they are proposing a center island on the street <br />Page 17 <br />
