MINUTES <br />PLANNING COMMISSION <br />MAY 8, 1997 <br />at both ends of Allen Avenue. They are limited in their ability to curve the <br />street given that utilities are already in. <br />The Planner indicated that the Public Works Director will want to <br />comment on the islands and how they might affect snowplowing. <br />However, from an aesthetics standpoints the islands are attractive. <br />Knudsen asked if building up the Slumberland berm created any drainage <br />issues. <br />Frattalone explained that he would be proposing to move the toe of the <br />berm out and building it a little higher. This would not affect drainage. <br />There will be some dry pond locations within the plat. These ponds will <br />drain into the storm sewer. <br />A member of the audience asked if the homes would be owner- occupied. <br />Frattalone replied that the home will be offered for sale, and they had no <br />plans of offering rentals. However, just like any house, the owner would <br />have the ability to rent the house. <br />A member of the audience asked if covenants could be placed on the <br />property preventing the rental of the units. <br />Gordie Howe reported that the townhomes will be sold to empty- nesters <br />and first -time homebuyers. Howe did not believe they could control <br />whether or not someone chose to rent their property. Howe reported that <br />none of the units in Cobblestone Village are rented. The $127,000 to <br />$150,000 price range for the twinhomes would not provide the opportunity <br />for a low rental price. <br />A member of the audience was concerned about the turn-over in tenants <br />and traffic problems at Montreal Courts, and was concerned that the same <br />situation did not occur with this development. <br />The City Planner replied that the City cannot require that these twinhomes <br />not be rented. However, it may be possible for the developer to place this <br />stipulation on the property. The Planner pointed out that concerns for <br />maintenance of the property are less valid in a townhome development <br />where there are covenants and a homeowners' association responsible for <br />property maintenance. <br />One resident asked if Allen Avenue would go all the way through. They <br />also asked about construction traffic. <br />Page 18 <br />
