MINUTES <br />CITY COUNCIL <br />MAY 28, 1997 <br />residential development coming in that is causing the concern, the <br />additional landscaping should be required of the residential developer. <br />The Planner pointed out that Allen Avenue will border the southern <br />property line of the Myers Frattalone lot. It will be difficult to provide <br />landscaping along this line. The Planner indicated that the developers <br />have not worked up a final landscaping plan for the area. Final PUD <br />review would require submission of a landscaping plan which will show <br />buffering and screening from adjacent properties. <br />Morelan suggested that screening should be provided along the western <br />boundary north of Allen Avenue in order to screen the Peters' building, <br />Peters asked the elevation of Allen Avenue. <br />Frattalone reported that the street will be raised four feet from the current <br />elevation. Frattalone indicated that he would like to provide some <br />screening for the Myers Frattalone property, but the elevation somewhat <br />limits what can be done. Frattalone suggested that the addition of <br />evergreens along the Myers Frattalone property. <br />Milan Moravetz, 476 Allen Avenue, commented that as much as he has <br />enjoyed looking out over the farmland, he welcomes the twinhome <br />development. Moravetz asked if there has been any consideration given to <br />a single- family home development. <br />Scalze suggested that rezoning from Industrial -Park to R -1 would be a <br />pretty large jump. Scalze stated that she preferred a step development <br />from Slumberland on the north to Pioneer Park on the south. <br />In response to Moravetz's question about grading and drainage plans, <br />Frattalone reported that the property will drain to Allen Avenue and then <br />drain to the west. <br />Moravetz asked if about traffic controls at the intersection of Allen <br />Avenue and DeSoto. Scalze suggested that if there are problems at the <br />intersection, a three -way stop would be installed. These are City streets. <br />Therefore, the City can dictate the traffic controls. <br />Moravetz indicated that his concern was that Allen Avenue will turn into a <br />race track between Edgerton and DeSoto Street. Moravetz felt it was <br />already a race track. Moravetz suggested a traffic circle at the intersection <br />as a mean to slow down traffic. <br />PAGE 32D <br />
