ANALYSIS <br />Business Operation. The applicants operate a tool sales and distribution business that <br />requires the storage of a 14,500 lbs. commercial vehicle and tool equipment in their <br />existing detached accessory structure. There is no outdoor storage associated with the <br />home occupation in conformance with Section 903.120.E.1.e of the Zoning Ordinance. <br />The applicants have indicated that they have two employees. The employees have their <br />own commercial vehicles that not kept at the subject site. The employees are on occasion <br />at the subject site for meetings or to exchange inventory. The applicant has indicated that <br />this does not occur more than 4 -5 times per month. Additionally, the applicant has <br />indicated that UPS deliveries are received at the subject site. Although the number of UPS <br />deliveries was not specified, they likely do not occur more than once per day. The <br />Planning Commission and City Council may wish to consider limiting the number of <br />employee visits and deliveries to the subject site per month, should they choose to <br />approve the special home occupation Permit. <br />Subject Site. The 36,531 square foot subject site is developed with a single family <br />dwelling and a detached accessory structure. The access to the property is off of Jackson <br />Street, which is actually the side yard of the property. The driveway is u- shaped so that <br />the commercial vehicles may turn around on the property and do not need to back onto <br />Jackson Street. <br />Adjacent Uses. The property abuts one single family residential property and <br />undevelopable City Parcel to the east, railroad tracks to the west and a drainage pond to <br />the South. <br />Minimization of Impact. The applicant has indicated that they have taken several steps <br />to minimize the impact of the home occupation to the adjacent property to the east. <br />Visiting employee vehicles are parked adjacent to the single family house, out of view of <br />the adjacent property. The applicant has five mature evergreen trees planted along the <br />west property line and has added 10 additional evergreen plants this spring to screen the <br />property from view of the street. <br />Hours of Operation. The applicant has not indicated the hours of operation during which <br />employee visits or deliveries are made. Section 903.120.E.1.i of the Zoning Ordinance <br />does not allow operation of the business between 10 pm and 7 am. The Planning <br />Commission and City Council may however impose more limited hours of operation as they <br />deem appropriate. <br />Signage. The applicant has not indicated if any signage identifies the home occupation. <br />Section 903.120.E.1.g prohibits any signage either mounted outside or inside the structure <br />that is visible from the exterior. <br />Page 18 <br />
