MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 1997 <br />A.M. and 10 P.M. on weekdays and to between 9 A.M. and 9 P.M. on <br />weekends. <br />Schletty stated that he personally did not have a problem with the <br />Wahlberg's business, but he could understand the concerns raised by the <br />neighbor. Schletty felt there should be restrictions on the size of the <br />vehicles coming into the area as well as when. Schletty pointed out that <br />the property is on the corner of Jackson and Lake Street and access is from <br />Jackson. Schletty also acknowledged the improvements which the <br />Wahlberg's have made to the property. <br />Montour suggested that deliveries be restricted to between 9 A.M. and 9 <br />P.M. on weekdays with no weekend deliveries. Montour also suggested <br />that only one employee truck (not greater than 14,500 gvw) be allowed at <br />the site at a given time and that employee visits be restricted to no more <br />than five per month. Montour suggested that the Wahlberg's have the <br />option of having off -site employee meetings, or could require employees <br />to drive their personal vehicles to the site. <br />Mr. Wahlberg reported that he is unable to eliminate Saturday deliveries. <br />Wahlberg reported that Matco Tools in Tennessee uses King's Trucking <br />out of the St. Cloud area. King's Trucking delivers on Saturday. <br />Wahlberg reported that he would rather not get deliveries on Saturday, but <br />has no control over this situation. Wahlberg indicated that he might be <br />able to control the time of the delivery, however. <br />Knudsen felt it would be reasonable to allow delivery hours similar to the <br />hours allowed for the operation of construction equipment. <br />Schletty pointed out that the restrictions placed on the business must be <br />workable since the 51JP can be revoked if the City receives more <br />complaints about the business. Schletty suggested that an option might be <br />for the Wahlberg's to lease space off -site. <br />Wahlberg reported that his ultimate goal is to operate off -site. However, <br />he can't afford to at this time. <br />Mr. Montour recommended approval of the special use permit for a home <br />occupation allowing the operation of a mobile tool franchise from 2570 <br />Jackson Street as requested by Mr. and Mrs. Wahlberg restricting delivery <br />hours to 9 A.M. through 9 P.M. on weekdays and 9 A.M. through 3 P.M. <br />on Saturdays with no Sunday deliveries, and further restricting the <br />property to one additional vehicle not more than 14,500 gross vehicle <br />weight during employee visits/meetings. <br />Page 25 <br />
