Hanson, City Administrator <br />DATE: September 24, 1997 <br />RE: Historical Society Addition Relative to Council Member Morelan's Memo of November <br />11, 1996 <br />Council Member Morelan's memo has not been previously addressed in writing by any of the parties <br />involved in this project. In reviewing his memo, I believe he does an excellent job of laying out the <br />• advantages and disadvantages of his proposal. In looking at the disadvantage side of the ledger, the key <br />issues which would impact the feasibility of this alternative as I see it are as follows: <br />♦ At this point in time, we have not closed either property and therefore have not conducted a detailed <br />inspection of the interior. Having previously discussed this with our Building Official, the key <br />concern would be the cost to bring an older house up to code for public display and assembly areas. <br />Given the impact associated with renovation of the Old Fire Hall, I would assume this impact would <br />be major when considering items such as accessibility, restroom space, exiting, and renovation of <br />space to facilitate functional display areas. <br />♦ Each house is small (1,088 sq. ft. for Cardinal and 1,378 sq. ft. for Willis). To avoid elevators, usage <br />would need to be confined to the main floor. Given the addition we are planning at City Center <br />(approximately 2,000 sq. ft.), size would be a problem. <br />• As indicated in Council Member Morelan's memo, this area is designated as ponding. To evaluate <br />relocation of the ponding areas, we would first need to finalize a development proposal and then look <br />at it in the total scheme of things. This area seems to be an excellent location for a pond given its <br />proximity to the lake allowing pretreatment prior to storm water discharge. <br />♦ If the house were to be moved and stay in the downtown area, the issue of architectural compliance <br />with the redevelopment project will come into play. This may or may not be a major issue. <br />This option would warrant more study if it is to be pursued. We would also need to resolve some other <br />redevelopment planning issues as part of this process. <br />JRH:kpv <br />Page 4 <br />
