N <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />C O M M U N I T Y P L A N N I N G - D E S I G N - MARKET RESEARCH <br />TO: Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />FROM: Daniel Licht / Stephen Grittman <br />DATE: 6 October 1997 <br />RE: Little Canada - Arby's: Architectural Review of signage <br />FILE NO.: 758.09 - 97.19 <br />Mr. Doug Kennedy has requested architectural review and approval for the conversion of <br />a former Hardee's restaurant located east of Rice Street and north of Minnesota Avenue <br />to a Arby's restaurant. The architectural review was considered by the Planning <br />Commission at their meeting on 11 September 1997. A remaining issue to be addressed <br />from that meeting that of the proposed canopy design / signage. During the Planning <br />Commission meeting, there was considerable discussion regarding the material to be used <br />for the proposed canopies. The applicants indicated at the time that the canopies would <br />be either canvas or metal. The Planning Commission was very specific that the canopies <br />should not be made of a plastic material that would be backlit. <br />The applicant has submitted detailed plans for the proposed canopies for consideration <br />by the Planning Commission. The canopies are to be made of a red vinyl material and are <br />to be backlit. Two of the canopies, one on the west elevation and one on the south <br />elevation are proposed to include white lettering, which would function as backlit wall <br />signage. <br />In general, the application of the City's Commercial Architectural Guidelines state that <br />franchise designs should utilize materials and styles that work to create a homogenous <br />sense of space related to the larger commercial area. Further, the Architectural <br />Guidelines contain several specific policies related to building materials and signage: <br />Materials that have an attractive texture, pattern of quality of detailing should be <br />encouraged. <br />Signs should be constructed of natural materials considered compatible to <br />prominent building materials. <br />5775 WAYZATA BOULEVARD.
