Rochester, Willmar and SL Cloud, MN • Milwaukee, WI <br />Re: Country Drive Water Main Repair <br />File No. 37235 <br />Honorable Mayor and City Council: <br />The purpose of this letter is to inform you of problems with an existing trunk water main on <br />Country Drive and to recommend a course of action to follow. <br />In 1995, two leaks were detected in the 12 inch diameter trunk water main on Country Drive <br />between Rice Street and Spruce Street (installed in 1971). The City's Public Works Department <br />hired construction firms to repair the leaks shortly after their discovery. It was found that the <br />main was in good condition, but the bolts at two mechanical joint locations (at a tee and a <br />hydrant) had completely corroded away due to the acidic soils in the area. New bolts were <br />installed as part of these repairs, and the joints were wrapped with polyethylene fabric. Because <br />of evidence that other mechanical joints are leaking in the area, a section of this main has been <br />isolated and taken out of service. This loop line provides fire protection strength to the area's <br />water system. Therefore, we feel it imperative that corrections are performed in a timely manner. <br />We have designed a correction for the sections of this main which may contain corrosion <br />problems. This design consists of replacing mechanical joint bolts with special alloyed bolts <br />which are resistant to corrosion. Also, each joint will be wrapped with polyethylene fabric to <br />eliminate direct contact between the bolts and the surrounding soil. The extent of main affected <br />by corrosive soils in unknown. Therefore, the project is arranged in a manner which allows for <br />additional joint repairs, if needed. <br />We feel that this repair project will provide many years of additional Life to the trunk water main <br />and is the most cost effective approach at this point in time. However, due to the fact that these <br />soils are corrosive, this main may have to be replaced before the typical life span of water main <br />(approximately 80 years). This project will also be an opportunity to view and record the <br />condition of the main and mechanical joints in various locations for reference in estimating <br />future improvement timeline and cost. <br />Invitations to quote the project were sent out to four responsible contractors who expressed a <br />willingness to undertake the work. Quotes were received for the Country Drive Water Main <br />Repair Project on Monday, November 3, 1997.
