MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 2013 <br />The City Administrator reported that the big change that occurred was the <br />development of the Gervais Woods project. He pointed out that the <br />Pinetree Pond plat is an opportunity to create a 4 -point intersection on <br />LaBore Road. <br />Lisa Daly, daughter of Gail Acosta, stated that it is apparent to her that the <br />City favors the Gordie Howe development and asked that the Council <br />consider the wants and needs of the taxpayers that have lived in the area <br />for the past 50 years. Keis asked what Acosta's preferences were. Daly <br />replied that her mother wants to be left alone while she is living in her <br />home. Daly pointed out that the Pinetree Pond development encroaches <br />on her mother's property. Daly again asked that the Council listen to all <br />the property owners in the area and not just Gordie Howe. <br />The City Administrator stated that the City has been trying to balance the <br />conflicting interests in the area. The Administrator reported the history of <br />past code enforcement issues at 2966 Arcade Street as well as Gordie <br />Howe's history in working to acquire this property. The Administrator <br />stated that this development process has been challenging given the <br />diverse issues, and pointed out the ghost plat was developed to provide a <br />development option for the northeast properties. The Administrator also <br />pointed out that if the City acquires the developable portion of the Brausen <br />property and options on the Acosta and Boog properties, Gail Acosta will <br />be able to stay in her home for as long as she wishes with no changes to <br />her property. <br />Tom Roycraft, 2910 Arcade Street, expressed concern about drainage. He <br />also voiced his support for the Pinetree Pond Preliminary Plat pointing out <br />that it meets City Code and no Variances are being requested. Roycraft <br />suggested that with the development of this property, it may be time to <br />install a 4 -way stop at LaBore Road and Arcade Street. <br />The City Engineer explained the drainage of the area which will be <br />controlled and maintained within the plat. The Engineer also noted that <br />the final drainage design is required to be reviewed and approved by the <br />Watershed District. <br />With regard to traffic concerns on LaBore Road, the City Engineer <br />reported that stop signs are not a good means of trying to slow traffic <br />down. He indicated that if drivers feel a stop sign is unwarranted, the <br />result is over - acceleration to make up for the delay in stopping for the <br />sign. Keis reported that the Sheriff's Department has met with the <br />Council to discuss LaBore Road traffic issues, and it was also their <br />position that stop signs are not a means of calming traffic speeds. The <br />Engineer indicated that should LaBore Road be reconstructed in the <br />8 <br />
