MINUTES
CITY COUNCIL
FEBRUARY 28, 2013
future, narrowing the road would help to slow down traffic. The Engineer
pointed out, however, that pedestrian traffic needs would also need to be
balanced along LaBore Road.
Mike Warner, 870 Westwind Drive, stated that he was opposed to the use
of the existing road easement for development of this area given that
easement pointed directly into his back yard and he had concerns about
vehicle lights shining into his yard and house. Warner stated that he
supported the vacation of the road easement, and supported the Pinetree
Pond Preliminary Plat as submitted.
Laurie Brausen, 2929 LaBore Road, expressed concern about traffic on
LaBore Road and pointed out that there have been many accidents and
some fatalities along this stretch of LaBore Road. Brausen favored
installation of a 4 -way stop at the proposed new intersection, and
encouraged the City to consider the stop sign. Montour pointed out that
there are other ways to slow traffic down, and also suggested that the City
Engineer look at whether additional street lights would be warranted in
this area.
Ken Werle, 848 Windrow Drive, indicated that he is a landscape architect
with 32 years of experience. Werle felt the Pinetree Ponds plat works well
for the site. He expressed concern with regard to safety relative to
drainage and ponding as proposed in the Brausen option. Werle felt that
holding ponds would be a safety concern for children in the area as well as
a breeding grounds for mosquitos. Werle pointed out that the Pinetree
Pond landscape plan puts most of the landscaping around the building
pads. He noted that the adjacent neighbors have been living next to open
space for a number of years. Werle suggested that additional landscaping
adjacent to property lines would provide a buffer between the existing and
new houses. Werle also suggested that as the development takes place, it
would be beneficial if adjacent property owners could access their rear
yards through the development area in order to add landscaping in their
backyards. He also suggested that if Mr. Howe obtains a volume discount
for landscaping materials, it would be beneficial if the adjacent property
owners could have an opportunity to receive that same pricing. Werle
stated that he preferred the Pinetree Pond development as designed by Mr.
Howe and as recommended for approval by the Planning Commission.
Dave Brausen expressed his support for a 4 -way stop at the new
intersection on LaBore Road. He pointed out that LaBore Road is
generally straight between Edgerton and County Road D. However, the
proposed intersection is in the section of LaBore Road that curves.
Brausen also stated that it appears the setback on one of the Pinetree
Ponds lots would not meet setback. Howe noted that the plan shows
9
