Where appropriate, the plans <br />will identify model numbers and/or catalog specifications; plant material species; materials and <br />colors; and spacing and dimensional requirements for streetscape elements. Construction <br />details will not be a part of this work, unless such information in critical to providing a <br />thorough understanding of how it will be implemented. <br />Maintenance considerations will be reviewed again with City staff, and adjustments made to the <br />design to ensure maintenance can be achieved at desired levels without compromising other <br />aspects of the plan. <br />HKGi will meet with affected property owners to review schematic design, and record <br />comments and concerns. If the City begins a process of requesting proposals from developers <br />for projects in the Rice Street/Little Canada Road area, HKGi will review schematic design <br />with interested developers to ensure a thorough understanding the City's desires is reached <br />before proposals are submitted. <br />4.1 Meet with City staff and Ramsey County to determine the exact requirements of the <br />schematic design. This proposal assumes that the information indicated above is a <br />reasonable level of detail for a schematic level design. <br />4.2 Refine the preferred alternative (or combination of alternatives) into a schematic design <br />for the Rice Street/Little Canada Road area streetscape as described above. <br />4.3 Develop costs estimates based on the schematic design. <br />4.4 Meet with affected property owners (and potential developers, if required as a part of a <br />Request for Proposal for development) to review schematic design. <br />4.5 Meet with City staff and Ramsey County to review the schematic design, and make <br />adjustments as required. <br />Products <br />summary of meetings with affected property owners <br />streetscape design illustrating roadway and right -of -way configuration; layout of <br />streetscape enhancements; land use changes and concept level depictions of <br />development character; a description (verbal and graphic) of each element; the <br />relationship of enhancements to other streetscape elements; and illustrations, diagrams, <br />renderings or graphics necessary to communicate the qualities, character and form of <br />the streetscape <br />5.0 Define the next steps... <br />Even though Little Canada Road is slated for reconstruction in 1997, the streetscape design for <br />the Rice Street/Little Canada Road area is only a "paper plan" at this point in the process. It <br />might be expected that Ramsey County will not cover one hundred percent of the construction <br />costs. The City will not be likely be capable of implementing every aspect of the streetscape <br />plan on its own or all at once, and developers will need to be a part of the implementation <br />equation. The last phase of this project will outline the steps necessary to carry the plan <br />forward to implementation. HKGi will work with the City and it public finance advisor to <br />define the responsibilities and procedures for implementation of the ideas generated during this <br />process. We will work with the City to outline the process, timing, funding options and <br />priority of the various elements of the streetscape design, and set the course for maintaining <br />consistency with the vision for the streetscape initiated during the Rice Street/Little Canada <br />Road Area study and derived through this process. <br />Page 9 <br />
