MINUTES <br />CITY COUNCIL <br />JUNE 28, 1995 <br />Gorman presented the City with a petition for removal <br />of the stop sign, he was not aware of the improvement <br />of the Jackson Street trail and the trail crossing at <br />the intersection of Jackson and Lake Streets which will <br />serve as access to Nadeau Park. Scalze suggested that <br />review of the matter in April was appropriate, since <br />the longer period of time will give the City more time <br />to evaluate the matter. <br />Fahey stated that the stop sign seemed logical to him <br />given the park crossing at that intersection. Fahey <br />agreed that consideration of the matter in April was <br />appropriate, and pointed out that the residents of the <br />area will be more aware of the actual use for the sign. <br />Morelan suggested that the matter could be reviewed in <br />November. <br />The Administrator pointed out that review in November <br />will not allow evaluation of the intersection during <br />winter driving conditions. However, there likely will <br />not be children crossing to access the park during the <br />winter. <br />Fahey asked if part of the reason for installation of <br />the stop sign was to encourage traffic to use Demont <br />rather than Jackson /Old C /Lakeshore. <br />The Administrator replied that that was the third <br />reason for installing the stop sign. The first two are <br />safety of children crossing to the park, and to reduce <br />traffic speeds on Jackson Street. The Administrator <br />pointed out that winter driving conditions are <br />different, and he would like the opportunity to <br />evaluate the impact of curbing along the street as well <br />as at the corners of Jackson /Old C and Old C /Lakeshore. <br />Pedersen asked when the stop sign was installed. <br />The Administrator estimated that it was installed in <br />April of 1994 prior to street reconstruction. The <br />Administrator reported that in evaluating the stop sign <br />as well as the issue of installing additional signs at <br />the two corners, staff will provide information on <br />traffic patterns, traffic counts, and number of <br />accidents. The Administrator anticipated the need to <br />go through the winter months to get the best <br />information possible. <br />Bill Bruce, Jackson Street resident, pointed out that <br />during the winter months children walk along Jackson <br />12 <br />Page 7 <br />
