MINUTES <br />CITY COUNCIL <br />JUNE 22® 2026 <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />CITIES FOR SAFE AND STABLE COMMUNITIES PHASE II PROPOSAL <br />The City Administrator explained that tonight the Council is asked to consider the Cities for Safe <br />and Stable Communities Phase II proposal. He noted that this would be a 12-month period and <br />would have a cost of $1,500 for Little Canada. He stated that this is not a budgeted item but <br />could be funded through Council contingency. He provided background information, explained <br />the purpose of Phase II, reviewed the purpose and scope, and explained how the model would <br />work. He provided additional information on the structure, support, cost, and other <br />considerations. <br />Kwapick asked if the City Administrator and Mayor Fischer feel that the group and its discussions <br />are still relevant and that there would be value in continuing. He recognized that they joined the <br />group as a result of residents asking them to do something, or not do something, during <br />Operation Metro Surge. He recognized that was an unprecedented time. <br />The City Administrator stated that he felt there was value received with a consolidation of <br />information that was easily digestible. He believed that he continues to receive helpful <br />information from the group and that the formation of relationships is also helpful in tackling <br />issues together. <br />Mayor Fischer stated that the in -person meetings were impressive, with every city expressing <br />support to continue the mission. He commented that there were several cities that were pushing <br />for this group to dig more into state and city issues, and the leadership of the group was clear <br />that this group would stay in the box of federal issues, as there are other networking groups that <br />work on those more local levels. He stated that this group also broadens the network of cities <br />they collaborate with. He stated that he is not a fan of spending $1,500 on this but believed that <br />it is money well spent, even if nothing happens. <br />Kwapick stated that if this is not going to be an ongoing thing, he would agree to use Council <br />contingency to fund this next period. He stated that if the group continues past that, they could <br />consider discussing this within the context of future budgets. <br />Miller recognized that they could not have predicted Operation Metro Surge and asked how they <br />would think of what could be next and whether tabletop exercises would be a part of Phase II. <br />The City Administrator stated that he is unsure if all 26 mayors could be in a room again, as <br />everyone is very busy. He believed there would be more communication about things that are <br />coming up and how cities can coordinate their efforts. <br />Miller stated that having relationships with other cities is a benefit and recognized that <br />communication is an important part of that. <br />Mayor Fischer commented that the consultant was amazing with how they communicated their <br />message and the contacts that were provided. He commented that the consultants are on board <br />for the next 2 months, and if something happens, the consultants would need to rise to that level <br />of response.
