2050 Comp Plan <br />June, 2026 <br />Page 2 <br /> <br /> <br /> <br />• A Parks Master Plan will be developed separately and is anticipated to exceed the <br />minimum requirements of the Met Council. Using the new Parks Master Plan, we will <br />draft the Parks Chapter to meet Met Council requirements. <br />• To the greatest extent possible, Metropolitan Council data—including maps and <br />figures—will be used to meet minimum requirements. <br />• This update does not include the creation of a new Capital Improvement Plan (CIP), <br />though it may inform future revisions to the CIP. <br />Task 1: Project Initiation and Project Management <br /> <br />Project Kickoff: The Bolton & Menk team will participate in a kickoff meeting with City staff to <br />confirm project needs and finalize the scope of work. <br /> <br />Issue Identification: Understanding staff priorities and expectations is essential to focusing our <br />efforts. We anticipate City staff will provide insights, desired outcomes, and any community- <br />specific considerations. <br /> <br />Project Management: We will maintain regular coordination with City staff, providing updates <br />on progress and seeking direction as needed. <br />Task 2: Community Engagement <br /> <br />Engagement Plan: We will prepare a concise communications plan for City staff review and <br />approval, outlining the following engagement strategies: <br />• Website: Create a StoryMap illustrating the process and chapters. This can be hosted on <br />the City’s website or externally with a link provided. <br />• In-Person Engagement: We can support Town Hall meetings and pop-up events led by <br />or City Staff. This can include content creation and/or providing supporting materials as <br />needed. <br />• Digital Engagement: Utilize inputID, an interactive digital tool for public engagement. <br />Additionally, we will prepare social media content for City staff to post on official <br />channels, ensuring images align with branding guidelines. <br />• Planning Commission and Council Review: City Staff will provide chapter updates to the <br />Planning Commission and City Council throughout the process. We can provide <br />supporting materials as requested. <br /> <br />Task 3: Chapter 1 – Goals and Vision and Context Setting <br />We will review the existing Comprehensive Plan and collaborate with City staff to identify any <br />necessary updates. Strategic plans and related city documents will be incorporated into this <br />chapter as directed by staff. <br />
