2050 Comp Plan <br />June, 2026 <br />Page 3 <br /> <br /> <br /> <br />Task 4: Chapter 2 Demographics and Land Use <br />City Staff will prepare a new Chapter that is built from the 2040 Comp Plan and addresses the <br />Met Council’s minimum requirements and provides a clear picture of community composition. <br />City staff will provide land use implementation strategies. Bolton & Menk will provide maps as <br />needed and assist with coordination of city provided content for a cohesive final document. <br />Task 5: Chapter 3 Housing <br />City Staff will prepare an updated Chapter that builds on the 2040 Comp Plan and addresses the <br />Metropolitan Council’s minimum requirements and implementation strategies. Bolton & Menk <br />will provide maps as needed and assist with coordination of city provided content for a <br />cohesive final document. <br />Task 6: Chapter 4 Transportation <br />We will draft an update to the Transportation chapter that builds on the existing 2040 <br />Comprehensive Plan and which primarily seeks to meet the following minimum requirements <br />of the Met Council: <br /> <br />• Functional Classification Map <br />• Principal and Minor Arterial Map, Lanes, Volumes <br />• Safety Analysis <br />• Transit Map and description <br />• Biking Network Map <br />• Pedestrian Map <br />• Climate and Natural Systems- Vehicle Miles Traveled Reduction plan and Green House <br />Gas Emission reductions plans <br />• TAZ Map and analysis <br />Task 7: Chapter 5 Water Resources – Wastewater <br />We (City Engineer) will update the Wastewater chapter to build upon the existing 2040 <br />Comprehensive Plan, recent developments and public projects. We will not be creating or <br />generating the required data. Additional technical analysis is to be completed at the direction <br />of the city engineer under a separate contract. This update will meet the Metropolitan Council’s <br />minimum requirements and include: <br />• Maps and GIS files for sanitary lines and details <br />• Sewer Forecast Table <br />• Capacity Flow Tables <br />• Inflow/Infiltration Policies <br />• Analysis of Inflow/Infiltration Sources, including extents and cost summaries for <br />remediation <br />• Private Communal Septic Search and analysis <br />• Septic (SSTS) Map and Description/Management Strategies
