<br /> 2601-6 <br />bicycle, electric-assisted bicycle, motorized foot scooter, or micromobility device within any City <br />park in a careless, reckless, or negligent manner that endangers or is likely to endanger any person <br />or property. <br /> <br />Examples include, but are not limited to excessive speed for conditions, failure to yield to <br />pedestrians, weaving through pedestrian traffic, performing stunts or tricks, riding against the <br />designated direction of travel, distracted operation, operating while impaired by alcohol or <br />controlled substances, or intentionally damaging park property. <br /> <br /> 2601.XXX. SPEED RESTRICTIONS <br /> <br />1. Unless otherwise posted all trails, sidewalks and shared-use trails have a speed <br />limit of 15 miles per hour. <br /> <br />2. Operators shall travel at a speed that is reasonable and prudent under existing <br />conditions. <br /> <br />3. On shared-use trails, operators shall reduce speed when approaching pedestrians, <br />children, intersections, blind corners, or congested areas. <br /> <br />4. The City may establish and post speed limits on trails or within designated park <br />areas. <br /> <br /> 2601.XXX. INCORPORATION OF STATE LAW. All provisions of Minnesota Statutes <br />Sections 169.011 (definitions), 169.222 (operation of bicycles and electric-assisted bicycles), and <br />169.225 (motorized foot scooters) are hereby incorporated by reference as if fully set forth herein. <br />Operators of e-bikes and e-scooters within the city shall comply with all applicable state traffic <br />laws, including but not limited to rights and duties equivalent to those of bicyclists, equipment <br />requirements (e.g., lighting, brakes, reflectors), helmet mandates for minors, minimum age <br />restrictions (under 15 for e-bikes; under 12 for e-scooters), prohibitions on passengers (except as <br />allowed under state law), and rules for riding positions (e.g., as near to the right-hand curb as <br />practicable, except when overtaking or avoiding hazards). The City of Little Canada may prohibit <br />or restrict operation on specific sidewalks, bike paths, or trails under their jurisdiction, and such <br />restrictions shall be posted conspicuously. <br /> <br /> 2601.XXX. ENFORCEMENT. Ramsey County Sherrif’s Department, Parks and <br />Recreation Department, and other authorized enforcement personnel may enforce this section. <br />Authorized personnel may issue warnings, issue citations, order an operator to cease unlawful <br />conduct, remove persons from park property; and impound a vehicle or device when authorized by <br />law. <br /> <br /> 2601.XXX. PENALTIES <br /> <br />1. Unless otherwise provided by law, a violation of this section could include an educational
