Little Canada
Fire Department, Inc. 325 Little Canada Road East
Little Canada, Minnesota 55117
Office: (651) 792-7680
Fax: (651) 766-7092

To: Bryce Shearen, City Administrator
From: Don Smiley, Fire Chief
Date: July 15, 2026
RE: Fire Station closed circuit camera system replacement

Action To Be Considered:
Accept the $25,300.00 bid from Pro-Tec Design for the purchase and installation of a
CCTV system for the fire station, and authorize the Fire Chief to execute the proposal
and related project documents.

Background:
The current CCTV system at the fire station was installed over 10 years ago, is analog,
and has reached its end of life. The hard drive that records the video has failed multiple
times in the past few years.

I met with two vendors to assess the camera and equipment replacement needed at
the Fire Station and received two bids for the work.

Bids Received:
Pro-Tech Design $ 25,300.00
Electro Watchman Inc. $ 23,844.00
*Both bids are on the State of MN contract.
After meeting with the vendors and reviewing their proposals, I recommend moving
forward with Pro-Tech Design for the following reasons:
1. The system has local and cloud-based digital storage
2. The cloud-based storage provides remote access to the videos at any time
3. The Electro Watchman system could be hosted in the cloud and accessed
remotely, but we would need to route it through Metro-INET and pay several
additional ongoing license fees.
4. Because the fire station is not staffed, it’s critical to be able to access the
camera system remotely.
The new system would be digital, with video stored locally and in the cloud. Camera
coverage will be much better, and video quality will be far superior to the current
system.
