1. The proposed action has been considered in relation to the specific policies <br />and provisions of and has been found to be consistent with the official City <br />Comprehensive Land Use Plan. <br />The City's Land Use Plan (existing and pending) suggests low density residential <br />use of the subject property. While such land use designation does not specifically <br />exclude twinhomes, it does encourage compatibility between land uses. Because <br />twinhomes are technically considered low density residential use, approval of the <br />requested rezoning would not necessitate a change to the City's Land Use Plan. <br />2. The proposed site is or will be compatible with present and future land uses <br />of the area. <br />To determine the compatibility of the proposed use, it is beneficial to examine land <br />uses (and zoning designations) which surround the subject site as provided below: <br />Direction <br />Land Use <br />Zoning <br />North <br />High Density Residential <br />R -3 <br />South <br />Low Density Residential <br />R -1 <br />East <br />Low Density Residential <br />R -1 <br />West <br />Low Density Residential <br />R -1 <br />As shown above, the site in question is bounded on the north and on the south, <br />east and west by low density residential uses (single family). While it is <br />acknowledged that higher density residential uses exist to the north of the subject <br />property, some compatibility concerns exist in regard to the placement of a <br />twinhome amongst abutting single family dwellings (to the south, east, and west). <br />Because issues of and use appropriateness are considered matters of policy, City <br />officials must determine whether the proposed use (twinhome) can compatibly exist <br />upon the subject property. <br />3.
