a compliance check will be conducted by the DNR before final payment <br />will be authorized. <br />2. Grantee shall keep an up -to -date work status record for work undertaken <br />to complete the project. <br />3. Grantee shall maintain complete, accurate, and separate financial records <br />for all work undertaken, which adequately identify the source and <br />application of funds provided by this Agreement. These records must <br />contain information pertaining to this Grant award and authorizations, <br />obligations, unobligated balances, assets, liabilities, outlays or <br />expenditures, and income. The records must provide verification of any in- <br />kind contributions counting toward satisfying a match and show how the <br />value of any third party contribution was derived. A written narrative <br />explanation shall describe all variations from estimated cost. For <br />accounting purposes, project costs shall be subdivided into the following <br />categories: labor, supervision, hired equipment, Grantee's equipment, <br />travel and subsistence, other components and supplies, contractual services <br />and volunteer or other in -kind services. <br />E. Costs: <br />1. Grantee shall use all grant funds disbursed to it under this Agreement <br />exclusively for the work outlined in the Project Proposal which is made a <br />part of this agreement. The applicant may request, and if approved, obtain <br />a cash advance for up to 75 % of their allocated funding as necessary for <br />approved costs of trees, and under special circumstances, for land <br />purchase. All plant material must be certified stock obtained from a <br />nursery stock dealer or grower certified by the Minnesota Department of <br />Agriculture and shall meet American National Standards Institute standards <br />for nursery stock. In the event that Grantee's machinery is used on the <br />project, its allowable cost shall be the actual cost of operating its <br />equipment. No equipment may be purchased with Minnesota ReLeaf <br />funds. Materials and labor for project maintenance through May 31, 1997 <br />may be counted as part of the match. State funding may go towards <br />maintenance activities, but final payment will not be made until all funded <br />activities are complete. All work must be completed by May 31, 1997. <br />2. Grantor's liability shall not exceed the total amount of the Grant and is <br />subject to the availability of funds. <br />3. Grantee has agreed to provide a local cash or in -kind contribution of at <br />least 50% of the Project Proposal. <br />Page 17 <br />
