Neighborhood Meeting Minutes <br />East Brooks Avenue Reconstruction <br />Little Canada City Hall <br />October 30, 1996 - 6:30 p.m. <br />A neighborhood meeting was held with residents of East Brooks Avenue between Morrison <br />and Savage Lane to discuss possible street reconstruction in this area. Those present <br />representing the City of Little Canada included: <br />Jerry Bourdon, City Engineer <br />Paul Heuer, Assistant City Engineer <br />Scott Tangen, Public Works Director <br />Joel Hanson, City Administrator <br />The City Administrator welcomed those present to the neighborhood meeting. He indicated <br />that they have been called in again to discuss potential street reconstruction given the <br />deteriorated condition of their roadway. He noted the changes that have occurred in the <br />City's street assessment policy since we last met two years ago. Specifically, there has been a <br />cap on the assessment rate instituted at $45 per lineal foot. Also, curb and gutter is now <br />assessed at 85% of cost versus the previous rate of 100 %. He indicated that other projects <br />are being considered for 1997 which should generate an economy of scale. The City <br />Administrator indicated that at $45 per lineal foot for a 100 foot lot, an assessment of $4,500 <br />at 7.25% for 10 years would have an average debt service payment of $635 per year. He <br />noted that this is an equal principal declining interest payment whereby the first year's <br />payments area higher and the later years are lower than that average. <br />Heuer reviewed the proposed project. (Summary information is attached.) The meeting was <br />then opened up to comments from the public. The general consensus of those present was <br />that the street improvement was not needed. They do not feel curb and gutter is a necessary <br />improvement and they are happy with the street in its current condition. They noted that the <br />roadway serves only a very small neighborhood and does not need to be brought up to the <br />City's urban standards. <br />One resident specifically stated he feels this project is a waste of his money. He did <br />acknowledge that the street would be better and his house may be worth more. However, he <br />did not feel it is worth it from his standpoint. <br />It was also pointed out that the City did some patching of this roadway in 1995. The <br />residents felt this patching was ideal and has held up very well. The pictures taken in 1994 <br />do not indicate the roadway's present condition. (Staff reviewed the street the next day and <br />noted that the patching has held up reasonably well, but it is displaying signs of failure and <br />reflective cracking. Staff anticipates that many of these patches will fail by the spring of <br />1997.) <br />Page 36 <br />
