Duray pointed out that the <br />existing fence at the back of his property is 19 years <br />old and an eyesore. Over the years the wood has <br />deteriorated and warped. Duray stated that rather than <br />replace the fence with another wood fence, he is <br />proposing a block fence. The fence would be exactly <br />the same height as the wood fence, that is, 10 feet at <br />the northeast corner and 8 feet at the southeast <br />corner. Duray felt the block fence would prevent more <br />noise from his parking lot from filtering into the <br />mobilehome park property. Duray felt noise would be <br />reduced by 30% to 40 %. <br />Duray reported that he is proposing to construct the <br />fence of rock -face block with a pyling block every 20 <br />feet to give the effect of 20 foot sections. The rock - <br />face side will face Rice Street. <br />Keis asked what the people on the east side of the <br />fence will see. <br />Duray reported the block has the rock -face effect on <br />only one side and is flat on the other. The only way <br />to have a two -sided rock -face would be to put two <br />blocks together. The wall would then be 16 inches <br />wide. <br />Barraclough asked if there would be landscaping along <br />the wall on the mobilehome side. <br />Duray reported that the existing wall is right up to <br />the property line, and he is proposing to replace the <br />wall in the same location. Duray reported that there <br />are a couple of trees near the fence on the mobilehome <br />side. There is one mobilehome near the fence and then <br />there is an asphalt road or driveway along the fence <br />which belongs to the mobilehome park. <br />DeLonais pointed out that the Planner is recommending a <br />five foot setback for the fence. The Planner stated <br />the fence is long, and landscaping will break that up. <br />There is also the issue of maintenance on the east side <br />of the fence. <br />Duray pointed out the existing fence is right on the <br />property line. <br />4 <br />Page 43 <br />
