MINUTES <br />PLANNING COMMISSION <br />JULY 11, 1996 <br />The City Planner responded that fences on the property <br />line are fine when there is a good relationship with <br />the adjoining neighbor. <br />Schletty pointed out that requiring the fence to be <br />moved five feet further west would put it right in the <br />parking lot. <br />Duray stated that moving the fence five feet is a <br />problem because the parking area has been laid out <br />already. There are certain distances required for <br />parking spaces, driving lanes, etc. It was his plan to <br />provide a five foot green area on the west side of the <br />fence so cars cannot pull up to the curbing and touch <br />the fence. <br />The Planner suggested a three foot landscaped area on <br />the east side of the fence would be acceptable, leaving <br />two feet of green area on the west side of the fence. <br />Duray pointed out that there is only one mobilehome <br />abutting the fence. An asphalt road abuts the <br />remainder of the fence. <br />Keis pointed out that the good side of the fence will <br />face The Hoggsbreath parking lot, and a solid cement <br />wall will face the mobilehome park. Keis pointed out <br />that the wall will last a long time. The mobilehome <br />park might not be there in 20 years, and a new use <br />would abut this wall. <br />Carson suggested an option would be to stucco the back <br />of the fence. <br />Schletty pointed out that the City is trying to upgrade <br />Rice Street. Mr. Duray is proposing to make <br />improvements to his property which will look good and <br />control noise. Schletty indicated that Mr. Duray will <br />be spending a lot of money on this wall, and he feels <br />the Conditional Use Permit should be considered. <br />Schletty felt that a five foot setback for the fence <br />was a lot to ask. <br />Carson asked about stucco for the back of the fence. <br />Duray felt there was a lot that could be done. Duray <br />reported that he has a good relationship with the <br />mobilehome people, and that is why he is willing to <br />5 <br />Page 44 <br />
