MINUTES <br />PLANNING COMMISSION <br />JULY 11, 1996 <br />spend the money to ensure that the noise level from his <br />parking lot is kept at a minimum. <br />Keis asked if Duray was planning to put up a volleyball <br />court in the back. <br />Duray replied that he was not. <br />Carson asked if the pillar- effect would carry through <br />to both sides of the fence. <br />Duray replied that it would. As a result there will be <br />a break in the appearance of the fence every 20 feet. <br />Barraclough pointed out that Mr. Duray would like to <br />replace his existing fence. The blocks which will be <br />used require no maintenance. Therefore, it would not <br />be necessary to require a setback for the fence. <br />Duray stated that he could try to repair the existing <br />fence, but would rather upgrade his property. <br />Estimated cost of the fence is $15,000. <br />Keis asked if the Ordinance required a setback for a <br />fence. <br />The Planner replied that the Ordinance allows a fence <br />to be placed on the property line. <br />DeLonais asked if Duray has discussed his proposal with <br />Frank Graczyk, owner of the mobilehome park. <br />Duray replied that he has. Mr. Graczyk wants to see <br />the fence at the same height it is now. Mr. Graczyk <br />feels that the fence has worked fairly well in the <br />past, and the new fence would reduce noise levels even <br />further. <br />Montour asked if the property owner to the south was <br />planning to improve his fence. <br />Duray replied that the property owner is considering <br />it, but did not think he would go to the expense of a <br />block fence. <br />Steve Morelan pointed out that the City Council <br />wrestled with whether or not to allow fence placement <br />on a lot line.
