MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 2013 <br />Motion seconded by Murphy. <br />Motion carried 6 — 0. <br />Barraclough recommended denial of the Variance allowing total garage <br />space over 1,500 square feet for property located at 790 LaBore Road <br />owned by Chris and Katya Jaede based on the findings of fact outlined in <br />the City Planner's March 8, 2013 report. <br />Motion seconded by Fischer. <br />Motion failed 3 — 3. Barraclough, Fischer, and Duray voted in favor. <br />Murphy, Maleitzke, and Schwalbach voted against. <br />PUD — The City Planner reported that Grace Adult Day Care Center has made <br />80 LITTLE application for a Planned Unit Development (PUD) Permit to allow the <br />CANADA operation of an adult day care center at 80 Little Canada Road. He noted <br />ROAD — that the location is a multi- tenant building that has been used as a mix <br />GRACE of commercial and office /warehouse over the years. The Planner reported <br />ADULT that while the property is zoned Planned Unit Development (PUD) <br />DAY CARE District, the zoning review is based on General Business (B -3) District <br />standards. <br />The City Planner indicated that the proposal for an adult day care center <br />meets the standards of the ordinance, and subject to compliance with <br />conditions listed in his March 8th report, he would recommend approval. <br />The Planner noted that the impact of this use on the site would have less <br />impact than an office or commercial use. <br />Macy Yang, Grace Adult Day Care Center, reported that they would like <br />to operate an adult day care center for seniors and adults with disabilities. <br />This center would provide adults with time away from home and provide a <br />respite for these individuals' caretakers. Yang reported that the adults that <br />come to the facility will be engaged in activities such as games, exercise, <br />and other various entertainment. Snacks and lunch will be provided. <br />Barraclough asked how people become enrolled in the program and about <br />transportation. Yang reported that the center would provide <br />transportation, picking up seniors and then returning then to their homes. <br />She indicated that seniors would apply to their specific county for <br />financial assistance to participate in the program. She also indicated that <br />at a maximum they would have 50 seniors in their program as well as staff <br />members. The center would be required to have a 5 to 1 staffing ratio, 1 <br />staff person for every 5 participants. Barraclough asked about parking and <br />-8- <br />
