MINUTES
PLANNING COMMISSION
MARCH 14, 2013
whether there were any traffic concerns on Little Canada Road. Yang
noted that seniors would be picked up in passenger vans and indicated that
given the maximum of 50 seniors, they do not anticipate either a parking
or traffic problem. Duray asked if there would be instances of families
dropping seniors off. Yang replied that only passenger vans would bring
seniors to and from the site.
David Dorn, Jackson Street, expressed concern with the amount of traffic
from this site which utilizes Jackson Street. He reported that this has been
an on -going concern for many years and was concerned that this business
would increase the problem. Dorn also asked if seniors would be walking
in the neighborhood expressing concern for their safety. Yang did not
anticipate a lot of traffic to and from the site, again noting the passenger
vans. She also indicated that seniors would be kept within the building
and will not be walking in the neighborhood.
Duray asked the maximum capacity for the site. Tim Smith, building
owner, indicated that the maximum capacity is much greater than the
proposal for 50 seniors plus staff members. Fischer asked if the vans
would be parked at the site overnight. Yang reported that employees will
take the vans home and there will be no overnight parking. Fischer asked
if seniors would be taken to appointments. Yang reported that the center
would not take seniors to appointments. If they have an appointment on a
certain day, they would not come to the center that day. Duray asked if
there would be medical personnel on site. Yang replied that there would
not.
Barraclough asked if there were any parking concerns. The City Planner
noted that the site was developed for office /warehouse uses. Based on the
square footage, there are about 20 parking spaces allocated for this site.
Given the van usage by employees, the parking is more than adequate.
Maleitzke asked the number of vans that will be used. Yang noted that
vans would be 15 -16 passenger vans. Given 50 participants and staff,
there would be approximately t3 vans.
Duray asked if access would be via the front door area abutting Little
Canada Road Yang replied that it would.
Fischer stated that he understood the concern about additional traffic on
Jackson Street, but pointed out that given the way this business will
operate, traffic will come from Little Canada Road and Jackson Street will
not he used. The City Planner again noted that this use will generate far
less traffic than an office /warehouse use.
Duray recommended approval of a Planned Unit Development (PUD)
Permit to allow the operation of an adult day care service center at 80
-9-
