Administration. This chapter shall be administered <br />and enforced by the Building Inspector, who is hereby designated <br />as enforcing officer. The Building Inspector may institute in <br />the name of the City any appropriate actions or proceedings <br />against a violator as provided by law. <br />• 91.100. Apr.ication. Cigarettes <br />92.010. Definitions. The following words and phrases, as <br />used in this chapter, shall have the meaning ascribed to them in <br />this section, except in those cases where the context clearly <br />indicates a different meaning: <br />(1) Cigarette: Any roll for smoking made wholly or in part <br />of tobacco, the wrap or cover of which is made of paper or any <br />other substance or material except tobacco, irrespective of the <br />size or shape, and whether or not such tobacco is flavored, <br />adulterated or mixed with any other ingredient. <br />(2) Cigarette Paper and Cigarette Wrapper: Any paper or <br />other substance or material, except tobacco, used as a wrapper or <br />cover for a cigarette as herein defined. <br />(3) Sale: Any transfer, conditional or otherwise, of title <br />or possession <br />(4) Sale at Retail: All sales except those where the <br />merchandise is sold tor the purpose of resale,by a person <br />principally engaged in selling merchandise for resale. <br />92.020. License Required. No person shall engage in the <br />business of selling or offering for sale within the City any <br />cigarettes, cigarette paper or cigarette wrappers, or in any <br />manner represent or hold himself out as one who sells or offers <br />4 -1 -89 <br />Page 134 <br />103 <br />
