MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 196 <br />CODE <br />ENFORCEMENT <br />TEXT <br />AMENDMENT - <br />CUL-DE-SAC <br />RIGHT -OF -WAY <br />the Bellands will need to clear the addition with NSP. <br />Keis asked if the building proposed was a metal -type <br />structure. <br />Trudeau replied that it was. Trudeau reported that <br />soil conditions in the area are such that a <br />conventional -type building cannot be constructed. <br />Trudeau also reported that the front of the existing <br />building will be re- skinned so the addition will blend <br />in. <br />The City Planner reported that he will review the site <br />plan submitted this evening and submit a supplementary <br />report to the City Council. <br />Schletty recommended approval of the variance for rear <br />yard setback as requested by the Belland Family in <br />order that they might construct an addition onto their <br />building located at 193 Ryan Drive subject to <br />compliance with the recommendations of the City Planner <br />as contained in his report dated September 9, 1996, <br />subject to submission of the NSP easement agreement for <br />the property, subject to clean -up of the site and <br />screening of all motor parts, and subject to <br />landscaping of the property as required by Code. <br />Motion seconded by Knudsen. <br />Motion carried 6 - 0. <br />Schletty was concerned about code violations in Ryan <br />Industrial Park and other areas of the City. The <br />Planner suggested that when Commissioners see these <br />violations, they contact the City's Code Enforcement <br />Officer. <br />The City Planner submitted a text amendment which <br />amended the Subdivision Ordinance reducing the <br />right -of -way required for a residential cul -de -sac <br />to 100 feet. The Planner pointed out that several <br />years ago the City reduced right -of -way width for <br />residential streets from 60 feet to 50 feet. In doing <br />that the right -of -way radius for residential cul -de- <br />sacs was not addressed. The Code requirement remains <br />at a 60 -foot cul -de -sac radius. However, the City has <br />been routinely approving a 50 -foot radius for <br />10 <br />Page 94 <br />
