Chlebeck, Clerk <br />Gentlemen: <br />MAY 6 1985 <br />CITY OF <br />LITTLE CANADA <br />We are writing concerning the application of Walbons for a <br />building permit in your city. My clients are long time owners of <br />a trucking operation currently housed in the City of St. Anthony. <br />Their present property has been acquired by the City of St. <br />Anthony for redevelopment purposes. <br />In October of 1984, prior to agreeing to the aforementioned <br />acquisition by St: Anthony, the Walbons spoke with your city <br />officials. They were advised that the land in question was <br />appropriately zoned and no variances would be necessary for their <br />proposed usage. In December of 1984, the property was acquired <br />by Walbons for the express purpose of moving their operation to <br />the City of Little Canada. <br />On March 13, 1985, Mr. Walbon applied for a permit and was <br />advised that there was a moritorium and that no permits could be <br />issued. I understand that he appeared before your council on the <br />evening of March 13, 1985, to explain his urgency and again <br />request a building permit be issued. <br />In an apparent effort to assist the Walbons with their critical <br />timing problem, the council set up an early open hearing on <br />rezoning. This hearing was apparently held on the 3rd of April. <br />Mr. Walbon attended and was led to believe that their particular <br />parcel would not be rezoned. <br />On April 10, 1985, the Walbons presented the City with an <br />artist's rendition of the proposed building. He was advised that <br />the moritorium would likely be lifted on April 24, The Walbons <br />had several meeting with the building inspector to discuss the <br />city's concerns with the building plans. He was told that he <br />would need a set of plans stamped by the construction engineer. <br />On April 24, he filed a set of stamped plans and again requested <br />a building permit. <br />,.,., .10 <br />
