By not allowing a metal <br />construction building faced with brick, but allowing a brick building, the <br />City may be prohibiting structures on a rather narrow basis. In the two <br />buildings above, no distinction could be made with regard to aesthetics, <br />fire safety, or building code compliance. We would recommend that the first <br />proposal be adopted.
