Little Canada Planning Commission <br />Little Canada Mayor and City Council <br />4 April 1985 <br />Page Two <br />ISSUES AND ANALYSIS <br />Upon review of the applicant's request and site plan which were submitted, <br />the following issues are presented. <br />Re- combination of Lots. The parcel includes many small lots. These small <br />lots should be combined through a registered land survey of the area with <br />appropriate provisions made for utility and drainage easements. <br />Comprehensive Plan. As part of the general requirements for a PUD, consistency <br />with the Comprehensive Plan must be checked. The development would be located <br />in Planning District 18 in which connnercial activity is the primary use. Even <br />though the use is not considered a major traffic generator, location near a <br />major traffic carrier (Rice Street) would not be unsuitable and would serve to <br />enhance the transitional uses that are located between Rice Street and the low <br />density residential area east of the existing mini storage facility. These <br />transitional uses serve to buffer the residenitial area from Rice Street and <br />high traffic penetration. <br />Setback Requirements. Front and side yard setbacks at the periphery of the <br />PUD must conform to the same imposed in the B -3 District. The minimum front <br />yard setback in the B -3 District is 40 feet. There is 50 feet between the <br />street right -of -way an_ the building. There are no side yard setback require- <br />ments for the district. The PUD process allows for flexibility with regard <br />to lot area and width. The lot width ranges from 59 feet to 140 feet. (Rear <br />setbacks can also be flexible, but are not applicable in this case.) Setback <br />requirements within the development conform to City regulations. However, <br />once the drainage easements are provided for, as discussed above, the side <br />yard setbacks will have to allow for this. The height of the office /storage <br />building would be 17 feet. The-storage buildings would be approximately 12 <br />feet high. <br />Aisle, Driveway and Street Access. The maximum allowable curb cut access is <br />24 feet. The site plan shows a 69 foot access and, as such, violates ordinance <br />provisions. The curb cut must also be located a minimum of five feet from <br />abutting property lines. The access as shown occupies the entire lot frontage. <br />Since access to the storage units is available from Park Street, the access <br />from Rice Street should be for the office /storage building only. This will <br />serve to avoid any thru -way access between Rice and Park Streets. The site <br />plan allows for this. Adequate driveway space is provided between the <br />individual storage buildings. <br />19 <br />
