The Zoning Ordinance requires three spaces plus one space for <br />every 200 square feet of floor area minus ten percent for office buildings. <br />The applicant stated that only the top floor of the structure would be used <br />for offices. Therefore, three spaces plus seven additional spaces should <br />be provided for 1,500 square feet of office space. Only six spaces are shown <br />on the site plan. Parking stall dimensions and location away from the street <br />right -of -way are in conformance with City regulations. However, the parking <br />stalls are considered "head -in ", with each stall having direct access to Rice <br />Street. This is due in part to the 59 foot curb cut and the location of the <br />stalls on the site plan and, as such, are prohibited under current ordinance <br />parking regulations. An acceptable amount of space (8 feet) has been provided <br />between the parking stalls and the office building. The amount of paved <br />surface is sufficient for temporary parking of vehicles during loading and <br />unloading. <br />Traffic. Mini storage facilities generate minimal traffic when compared to <br />other commercial uses. An extension of this use should result in little <br />additional traffic on Park Street. <br />Drainage. The proposed development slopes somewhat from west to east, while <br />the existing storage development slopes from east to west. Since the <br />applicants propose to cover nearly all of the site with buildings or pavement, <br />the City Engineer should be requested to examine the plans for any possible <br />impact this may have on the surrounding area. <br />Construction Material. The applicants stated that the extension would receive <br />the same face treatment as the current facility: wood construction with white <br />stucco material treatment. A one foot overhang from the roof would be the only <br />structural change. <br />Screening. Since the residence to the north is non - conforming, screening will <br />not be required along the north property line. <br />Landscaping. The City should require a landscape plan as part of the Final <br />Plan for the proposed development. <br />RECOMMENDATION <br />While we recognize some site deficiencies, particularly with respect to parking <br />availability, the location of the parking spaces, and the curb cut access onto <br />and from Rice Street, the extension of the Little Canada Mini Storage Facilities <br />is viewed as an acceptable form of land use for the parcel in question. There- <br />fore, we recommend the CUP for the planned unit development be approved, based <br />on the analyais and recommendations provided above. <br />4 <br />20 <br />
