Steneroden Mr. Rocky Waite appeared before the Council on behalf of Ruth <br />Iona Lane Steneroden, the owner of a long narrow strip of property fronting <br />on Rice Street and extending eastward to the Schreier development <br />south of the lots on Iona Lane. The property is presently zoned <br />R -1 and is requested to be changed to B -3. <br />Mr. Waite presented a detailed plan relating to the development <br />of the area. A car wash is proposed with an additional car wash <br />and mini storage buildings to be built in the future. He ex- <br />plained that there would be no subdivision. Pine trees would be <br />planted along the property line with a solid wall along the Iona <br />Lane property. The car wash would be open from 7:00 a.m. to 9:00 <br />p.m. The mini storage buildings are proposed to be a one story <br />building constructed with brick and block, with a caretakers <br />office and security gates. There would be low pressure sodium <br />lights used only to illuminate the driveway. <br />Mr. Davison questioned why this property cannot be developed the <br />way it was zoned. The Planner stated that there was not enough <br />depth for a double tier road. <br />The following residents of Iona Lane addressed the Council <br />with strong opposition to the rezoning of the property adjoining <br />their homes: <br />George Gregory <br />Donald Pierce <br />Gloria Bjorkland <br />Kathy Townsley <br />Ted Bergstrom <br />Tim Townsley <br />Phyllis Wolf <br />50 Iona Lane <br />30 Iona Lane <br />60 Iona Lane <br />90 Iona Lane <br />51 Iona Lane <br />90 Iona Lane <br />41 Iona Lane <br />The residents objected to being a residential island in a commer- <br />cial area and feel that the master zoning plan of 1964 assured <br />them that they were given a buffer zone around the existing <br />properties. Also, they felt the value of their homes would <br />be lessened. It was suggested that the area would be a good <br />location for a park. There was also a concern regarding the <br />flow of water onto their properties. <br />The Planning Commission discussed the possibility of developing <br />this property as R -1. Mrs. Kingsbury stated that a road would <br />cost approximately $15,000 a lot in assessments, and no one <br />would build these homes because of this high cost. Mrs. Timmons <br />totally sympathizes with the people on Iona Lane, but does not <br />see that any developer would buy this property as R -1. <br />Mrs. Timmons could not see in the minutes that the Council <br />acted on the motion that there was a buffer zone. Mr. DeLonais <br />mentioned that the minutes were not as complete as they are <br />today, but he does recall this matter being acted upon. <br />Mr. Herkenhoff suggested that if the property was for sale <br />maybe the people on Iona Lane could buy the property. <br />
