MINUTES <br />Planning Commission <br />Feb. 14, 1985 <br />Brausen Mr. Ralph Brausen appeared before the Commission requesting a sub — <br />Subdivision division of his property. Mr. Brausen reported that his son planned <br />to build a house on the proposed lot. <br />The Planner reported that their concern is that a number of things <br />have not been done according to the Zoning Ordinance. No easements <br />have been provided, there are no drainage or grading plans and <br />no spot elevations have been provided. Platting procedures have <br />not been followed. <br />The Planner commented that in instances such as this the City ends <br />up with a series of subdivided lots and potential development <br />of other property has not been considered. <br />Mr. DeLonais felt that this case was just a simple land split. <br />The Planner stated that the City could be setting a precedent by <br />approving this case without following platting procedures. <br />Mr. DeLonais commented that each situation is different and these <br />matters should be considered on a case —by —case basis. <br />Mr. Grittman stated that if the City varies procedures for each <br />application, this does not give the City a good basis on which to <br />stand in court. The Planner felt that topo information should be <br />provided so that drainage is considered. The Planner stated that <br />if the property is split a lot at a time, the drainage could get <br />out of hand and this matter could have been resolved from the very <br />beginning. The Planner felt that the City should follow procedures <br />in each instance. <br />Mr. Costa commented that the drainage for this property all runs into <br />a pond. <br />Mr. DeLonais asked about the recommendation for garage elevation. The <br />Planner replied that the City needs this information to see how the <br />garage will lie in relation to the street. <br />Mr. Davison recommended approval of the Ralph Brausen subdivision <br />contingent upon compliance with the recommendations of the City <br />Planner. <br />Motion seconded by Mr. Ducharme. <br />Motion carried 5 — 0. <br />Used Car & The Planner pointed out that the City currently has a moratorium on <br />New Car Sales new and used car sales licenses. <br />Moratorium <br />Page —2— <br />
