MINUTES <br />Planning Commission <br />Sept. 12, 1985 <br />Cardinal <br />Property <br />(Cont.) <br />DeLonais asked if there was any difficulty getting to the back of these <br />lots. The Planner stated that it was a difficult development situation. <br />Vitale asked what the development schedule was. Mr. Rutzick stated <br />that they planned to start with a 100 unit apartment building. <br />Rutzick stated that the plan he is presenting is just a schematic and <br />not in final form. <br />Mr. Bob DeBace asked if the development would be financed under Section 8 <br />financing. Mr. Rutzick stated that there is no Section 8 money available <br />and thought it might be financed with industrial revenue bonds although <br />they have no plans for the financing at this time. However, under <br />industrial revenue bonds 20% of the units would have to be for low to <br />moderate income. However, the income for those units would be up to <br />$27,000 per year. <br />Mr. French recommended approval of the concept and the PUD rezoning <br />request. <br />Motion seconded by Mr. Perlinger. <br />Motion carried 5 - 0. <br />Carlson Mr. Steve Carlson appeared before the Commission and informed them that <br />Used Car he would like to operate a small brokerage business for used cars in <br />Sales Ryan Industrial Park. Mr. Carlson reported that he buys late - model <br />License used cars that are damaged and has them repaired and distributed on <br />a consignment basis to various sales lots. <br />Mr. Carlson would like to have a small office in the Ryan Industrial <br />Park in the same building that currently houses Framecraft. Carlson <br />reported that Framecraft currently does about 90% of his repair work <br />and it would be very convenient for him to be located there. <br />Mr. Carlson stated that he needs a conditional use permit in order to <br />have a used car sales license in an industrial zone. <br />Carlson stated that he would be leasing office space, building space and <br />some yard space. <br />The Planner stated that he was not aware that cars would be stored <br />outdoors. Mr. Carlson replied that some cars would sit outdoors until <br />they are taken into the shop. <br />Carlson reported that the front portion of the property will be <br />blacktopped and the back will be fenced. <br />Kingsbury pointed out that this is what Tom's Auto started to do before <br />he began selling the cars on premises. <br />Mr. DeLonais pointed out that there is a new used car ordinance in effect. <br />Page -6- <br />
