MINUTES <br />Planning Commission <br />Sept. 12, 1985 <br />Strohbeen Mr. Norm Strohbeen appeared before the Commission requesting the rezoning <br />Rezoning of property he owns on the corner of Little Canada Road and Noel Drive <br />Proposal from R -1 to B -3. Mr. Strohbeen reported that he plans to add on to <br />his existing business and would use this property for parking. <br />Mr. Herkenhoff recommended approval of the Strohbeen rezoning from <br />R -1 to B -3. <br />Motion seconded by Mrs. Kingsbury. <br />Motion carried 5 - 0. <br />Amending Mr. Ed Kodet of Kodet Architectural Group appeared before the Commission <br />Marketplace on the amendment of the Marketplace PUD Agreement. <br />PUD <br />Agreement Mr. Kodet reported that they are planning a 60,000 to 62,000 square <br />foot addition to the Marketplace shopping center to be located between <br />Snyders and the Garden Terrace Apartments. Mr. Kodet reported that <br />they are seeking approval for a reconfiguration of the parking lot. <br />Mr. Kodet reported that their proposal calls for a more efficient use <br />of the parking lot. Kodet commented that currently the parking lot is <br />a thoroughfare and they would like to propose a more typical parking <br />lot configuration. <br />Kodet reported that they are proposing 804 parking spaces and City <br />Ordinance requires 713 spaces. The Planner is recommending that 25 <br />spaces be eliminated, therefore, the lot would still meet the <br />ordinance's parking requirements. <br />Kodet described the interior of the existing shopping center and then <br />described the plans for the mall expansion. The mall would be extended <br />through Snyder Bros. and lead into the new addition. There would be <br />a courtyard effect in the addition with room for three major tenants <br />and several smaller tenants. <br />Kodet stated that the senior citizens would like access into the courtyard <br />of the new addition from their side of the building, and the owner is <br />receptive to this. <br />Mrs. Kingsbury was concerned that the new addition would box the senior <br />citizen building in and make it more receptive to vandalism or unsafe. <br />Catherine Gadsby, representing Garden Terrace Apartments, reported that <br />the seniors major concern was access to the mall. The seniors would <br />not like access through a long narrow corridor that would give them a <br />feeling of being unsafe. The seniors would also not like the addition <br />to look like a barrier. <br />Mrs. Kingsbury commented that now being able to drive by the senior <br />building is a safety to the seniors as the building is so visible. <br />Page -2- <br />
