MINUTES <br />Planning Commission <br />Sept. 12, 1985 <br />Marketplace <br />(Cont.) <br />Mrs.Kingsbury stated that she was very concerned about the back of <br />the building and how it will effect the seniors. <br />Mr. DeLonais asked where deliveries would be received. Mr. Grittman <br />replied that interior deliveries could be required. <br />Kingsbury asked if there were security people in the mall. Mr. Faegre <br />replied that they just signed a contract with a security service. <br />Kingsbury suggested that the security service patrol the back of <br />the building. <br />Mr. Herkenhoff stated that he was in favor of the addition, however, <br />he had a couple of concerns. The first was the back of the building <br />and the effect on the senior citizen home. Herkenhoff was also <br />concerned about access for the seniors into the building. Herkenhoff <br />was also concerned about access around the front portion of the <br />addition. Herkenhoff suggested that the portion of the addition <br />extending into the parking lot be eliminated and square footage <br />added to the end of the mall where Rainbow Foods is located. <br />Mr. Faegre was agreeable to making First Bank Drive wider and adding <br />a stop sign as was suggested. <br />Mr. Grittman stated that the question of whether or not First Bank <br />Drive is a dedicated street will have to be clarified. DeLonais <br />pointed out that it appears as a dedicated street on City maps. <br />Grittman stated that if that is correct, parking would not be allowed <br />along the street. <br />Mr. Carrier, a resident of the area, stated that he was concerned about <br />the back of the building becoming a hang -out for kids. Carrier was <br />also concerned that any additional lighting planned for the Marketplace <br />would shine in his yard. Carrier stated that he already has a problem <br />with this from another business. Faegre stated that additional lighting <br />would be on the hack property line, facing into the Marketplace property. <br />Mr. Perlinger recommended concept approval of the Marketplace addition <br />with the reservations that were discussed by the Planning Commission <br />such as but not limited to effect on senior housing, additional stop <br />sign, aesthetics facing Garden Terrace Apartments, security in the <br />back of the building, interior deliveries, change in traffic pattern, <br />effect on Market Place Road. <br />Motion seconded by Mrs. Kingsbury. <br />Motion carried 5 - 0. <br />Page -4- <br />
