Fahey did not think that <br />the City could allow them to remain. Fahey stated that these businesses <br />should be in an industrial area and noted that the businesses are not <br />licensed. <br />Mr. Frattalone reported that the overhead gas tanks have been taken <br />down and will be removed from the property shortly. <br />Mr. Blesener noted that there is an orange van and an old cat that <br />should be removed from the property. <br />Mr. Frattalone apologized to the Council for his previous statement <br />that the condition of the property was not too bad. Frattalone reported <br />that after the last meeting he looked at the property and it was a mess. <br />It has been cleaned up and he will get the van and cat off the premises <br />as well. <br />Mr. Frattalone requested that the City give him some time to remove <br />the businesses from the property. Frattalone requested that he be <br />given until the Spring of 1986 in order that the businesses can find <br />another location. <br />Mr. Frattalone reported that it will be hard for him to rent the buildings <br />because they were built as industrial shops. <br />Mrs. Scalze pointed out that the property is zoned B -3. Scalze suggested <br />that Frattalone meet with the Planner to go over the uses for B -3 <br />property. Mrs. Scalze noted that the City gave Oscar Lane a period of <br />time to relocate and should be fair to Mr. Frattalone as well. <br />Frattalone stated that he is willing to limit travel on Park Street to <br />between 8A.M. and 5 P.M. Frattalone pointed out that the street was <br />put in as a commercial street and he paid a higher portion of the <br />assessments due to this. Frattalone also pointed out that the residents <br />in the area bought their property knowing there was commercial across <br />the street and probably bought the property cheaper because of this. <br />Frattalone stated that the building was built under a permit for <br />industrial use. Scalze replied that this was because the other site <br />Mr. Frattalone was going to be located in was not ready. <br />Mr. Frattalone requested that he be given to May 1, 1986 to relocate <br />the businesses. <br />Blesener stated that he had no problem with May 1, but if the businesses <br />move out before that time, they should not be replaced. <br />Mr. Frattalone reported that he has one business that does heavy <br />equipment repair. All repairs are done inside. Frattalone asked <br />if the Council would consider letting this business remain. <br />Mr. Fahey replied that the City is getting complaints about people <br />running little businesses out of their homes.
