MINUTES 'City Council July 10, 1985 Frattalone Property (Cont.) to give them a period of time to relocate. Fahey did not think that the City could allow them to remain. Fahey stated that these businesses should be in an industrial area and noted that the businesses are not licensed. Mr. Frattalone reported that the overhead gas tanks have been taken down and will be removed from the property shortly. Mr. Blesener noted that there is an orange van and an old cat that should be removed from the property. Mr. Frattalone apologized to the Council for his previous statement that the condition of the property was not too bad. Frattalone reported that after the last meeting he looked at the property and it was a mess. It has been cleaned up and he will get the van and cat off the premises as well. Mr. Frattalone requested that the City give him some time to remove the businesses from the property. Frattalone requested that he be given until the Spring of 1986 in order that the businesses can find another location. Mr. Frattalone reported that it will be hard for him to rent the buildings because they were built as industrial shops. Mrs. Scalze pointed out that the property is zoned B -3. Scalze suggested that Frattalone meet with the Planner to go over the uses for B -3 property. Mrs. Scalze noted that the City gave Oscar Lane a period of time to relocate and should be fair to Mr. Frattalone as well. Frattalone stated that he is willing to limit travel on Park Street to between 8A.M. and 5 P.M. Frattalone pointed out that the street was put in as a commercial street and he paid a higher portion of the assessments due to this. Frattalone also pointed out that the residents in the area bought their property knowing there was commercial across the street and probably bought the property cheaper because of this. Frattalone stated that the building was built under a permit for industrial use. Scalze replied that this was because the other site Mr. Frattalone was going to be located in was not ready. Mr. Frattalone requested that he be given to May 1, 1986 to relocate the businesses. Blesener stated that he had no problem with May 1, but if the businesses move out before that time, they should not be replaced. Mr. Frattalone reported that he has one business that does heavy equipment repair. All repairs are done inside. Frattalone asked if the Council would consider letting this business remain. Mr. Fahey replied that the City is getting complaints about people running little businesses out of their homes. Fahey stated that the Page —8—,
