MINUTTJS <br />CITY COUNCIL <br />AUGUST 9, 2006 <br />PUBLIC The City Administrator reported that Dave Rustad has approached the <br />WORKS City to determine if there was interest in purchasing his property for <br />GARAGI; anew Public Works garage. The property has about 1.7 acres of usable <br />property. The Public Works Superintendent reported that the 2000 Ortel <br />report indicated that 2 acres would be needed for a viable siCe. The <br />Superintendent felt the 1.7 acres would be adequate. The current Public <br />Works garage site consists of about 1 usable acre. <br />The City Administrator described the Rustad site and noted Chat there are <br />two pole buildings on the property. One is in good condition and would <br />likely be usable for cold storage. The other is in poor shape and would <br />need to come down. Anew building could be constructed fronting along <br />the Park Street side of the property. The property has access to both Park <br />Street and County Road C. Access issues were discussed given the <br />residential development on the east side of Park Street. The consensus <br />was that while both access would be used, large vehicles coLrld utilize the <br />County Road C access rather than Park Street. There would be storm <br />water issues to address on the site. <br />The Administrator estimated the acquisition cost at between $750,000 and <br />$I million. However, Rustad was interested in a trade for the existing <br />Public Works garage. The Administrator noted previous discussion about <br />the redevelopment of this property in an efforC to upgrade the Country <br />Drive property. He pointed out Animal Control's interest in this property <br />which would involve a building upgrade and no outdoor storage issues. <br />The idea has also been expressed about tearing down the building and and <br />upgraded redevelopment of the site. The Administrator expressed concern <br />about the future use of the existing Public Works garage in its present <br />condition. <br />Blesener felt staff should determine whether or not there is adequate <br />usable area for Che Public Works operation. The Administrator estimated <br />that Public Works would need a 10,000 to 12,000 square foot building. <br />The Superintendent noted the use of the cold storage building would also <br />free up the remaining usable property for outdoor storage needs. <br />Blesener asked about other potential Public Works garage locations. It <br />was noted that the McGough property is no longer an option. Other <br />properties to consider include: <br />Schrier Property - 3.1 acres on South Owasso Blvd. Screening <br />would be a challenge, and the Administrator indicated that there <br />may be a higher use of this property. It is currently zoned I-P. <br />Lunzer Property -Approximately 1.5 acres on Yorkton and <br />Owasso Blvd. Currently zoned I-P. <br />
