MINUTES <br />Planning Commission <br />June 12, 1936 <br />Hardees <br />(Cont.) <br />Hasek submitted a concept PUD plan that is proposed for the entire <br />parcel. Hasek stated that it is their feeling that the plan will <br />work well for the owner and the City and may decrease congestion <br />on Rice Street and Minnesota Avenue. <br />DeLonais asked if existing curb cuts would he utilized. <br />Hasek replied that the northern curb cut would be utilized, but <br />the southern curb cut would be realigned to line up with Woodbridge <br />Avenue as recommended by MN DOT and Mr. Benshoof. <br />Hasek reported that MN DOT has plans to upgrade Rice Street in this <br />area with left -turn lanes. <br />Mrs. Timmons asked where traffic exiting Hardees as proposed with <br />a right -turn only exit will u -turn on Rice Street in order to go <br />south <br />Hasek did not feel this would happen and felt that traffic <br />that wished to go south, would circulate within the site and <br />exit onto Minnesota Avenue. <br />The Planner reported that it is his recommendation that Hardees <br />not have access onto Rice Street. <br />Costa indicated that he felt Minnesota Avenue was very congested <br />now. <br />The Planner pointed out that Rice Street is congested with McDonal;'s <br />exiting onto Rice. The Planner felt that the traffic light at <br />Rice Street and Minnesota could be used to control the traffic <br />better. <br />Timmons felt that someaccess to Rice Street was needed due to the <br />congestion on Minnesota Avenue. Timmons pointed out that when <br />the Little Canada Mall was built, the developer wanted more exposure <br />to Rice Street and the City told hire that he should have purchased <br />property on Rice Street. No'; the situation is where the property <br />is located on Rice Street, and the City is trying to prevent the <br />use of Rice Street. <br />DeLonais pointed out that there is less traffic on Minnesota :Avenue <br />than when Cub was located in the area. <br />Perlinger felt that access to Rice Street was needed, especially <br />because of the two parcels to the north. <br />DeLonais commented thatthe City wants new commercial business, <br />and then when a proposal comes in, the City fights it. <br />Page - <br />
