MINUTES <br />City Council <br />May 22, 1985 <br />Sofie /Peterson Mr. Fahey asked if there was enough room between the Sofie and Peterson <br />Plat (Cont.) homes to run the street through. The Planner replied that there is 105 <br />feet between the two homes. <br />Fahey commented that the road to the south to LaBore Road would answer <br />a lot of the questions and concerns of the neighbors. Fahey commented <br />that the developers are asking for an 800 foot cul -de -sac when there <br />is enough room to run the road through to LaBore. <br />Mr. Peterson commented that there is no need to run Allen Street <br />through if the City wants this road opened on both ends. Mrs. Scalze <br />pointed out that the City's thoroughfare plan shows Allen Street. <br />Fahey commented that Allen Street opens the area up for other <br />development and that Allen Street has been indicated for some time. <br />Fahey commented that in order to grant a variance, there must be a <br />hardship. The Council must be convinced that there is no way to put <br />the road through to LaBore Road. <br />Mr. Peterson commented that he is not interested in trading property <br />for assessments. Fahey commented that Mr. Peterson must decide whether <br />or not he wants to develop his property. <br />Mr. Nosko asked if the Engineer has reported on the variance proposal. <br />Fahey pointed out that the City Engineer does not make the decision <br />on the length of a cul -de -sac. The City has standards in its ordinances <br />and there must be a hardship involved before a variance can be granted. <br />Mrs. Scalze felt that the City should negotiate a purchase price for <br />the property it would like for parks that is over and above the 10% <br />required by the ordinance. Mr. Nosko stated that they would be interested <br />in paying a park fee rather than providing land. Scalze pointed out <br />that the Park Commission has requested land. Scalze pointed out that <br />there would be 44 new homes in the area and there should be a place <br />for the children to play. <br />Mr. John Kies, a resident of the area, stated that he was not thrilled <br />with having a park located under power lines. Mr. Kies felt that this <br />was not a safe place to have children playing. <br />Scalze stated that the Park Commission would prefer to have land that <br />was not under the power lines, but developers do not want to give up <br />the land. Mr. Kies pointed out that a developer is not giving anything <br />up by giving land under the power lines as this land cannot be used <br />anyway. <br />Mr. Keith Johnson stated that he was opposed to the traffic that this <br />development would generate. Mr. Dan Knutson stated that he concurred <br />with Mr. Johnson's comments and pointed out that Payne Avenue was not <br />built to accommodate the traffic it has now and that increased traffic <br />would cause severe problems. <br />Page -6- <br />4 19. <br />
